You are considered an active user as long as a payment is made on Spendesk during the month.

Any payment method can be used by an active user.

If you submit an invoice, a per diem, a mileage claim, an expense claim, you are active.

Physical card payments and virtual card payments (recurring or single-use) also define the user as active.
